Jail for Huawei ex-director over bribes to win business from MOH unit

Jail for Huawei ex-director over bribes to win business from MOH unit

January 27, 2026 discoverhiddenusacom News

A former Huawei International account director, Peng Ming, 40, was sentenced to five months and two weeks’ jail on January 27 for bribing employees of a Ministry of Health (MOH) subsidiary. Peng had pleaded guilty to two graft charges, with three others considered during sentencing.

Bribery Scheme Unveiled

The case centers around two separate instances of bribery. One involved a 10-day trip to Paris in 2022, valued at over $18,000, provided to Ng Kah Siang, an engineer at Integrated Health Information Systems (IHiS), a subsidiary of MOH Holdings. The second involved approximately $1,500 in entertainment provided to Ding Wenjie, then an assistant lead engineer at IHiS, now known as Synapxe, during five meetings between April and November 2021.

Did You Know? Peng voluntarily paid nearly $63,800 to the Corrupt Practices Investigation Bureau (CPIB) as restitution for the cost of the Paris trip.

Motives and Methods

Court documents reveal Peng sought to obtain contact details of key IHiS personnel from Ding Wenjie. He provided entertainment as a bribe, and Ding subsequently shared an internal IHiS email regarding organizational changes with Peng on April 4, 2022. Prosecutors stated this allowed Peng to network and “get into their good books” to advance Huawei’s business interests.

A Broader Conspiracy

Peng collaborated with Chiang Chee Seng, a former Huawei colleague, to facilitate the Paris trip for Ng. This trip was linked to a potential “lucrative term deal” with IHiS, estimated to be worth at least $10 million annually for at least three years. This deal would have allowed public healthcare institutions to purchase IT equipment and solutions from approved vendors.

Expert Insight: The case highlights the potential for corruption within procurement processes, even when involving seemingly innocuous benefits like entertainment or travel. The pursuit of significant contracts can create incentives for individuals to circumvent established protocols.

Peng and Chiang reportedly benefited personally from the Paris trip, bringing along their families. On May 10, 2022, they received confidential tender documents from Ng, which could have aided their bid for the term deal. All three men – Peng, Ng, and Chiang – were arrested by the Corrupt Practices Investigation Bureau (CPIB) the following day.

Sentencing and Restitution

Ng Kah Siang was sentenced to five months and two weeks’ jail in July 2025 after pleading guilty to bribery offenses. Chiang Chee Seng received an 11-week jail sentence in 2025. Peng made full restitution, paying $63,800 for the Paris trip and $3,600 related to the bribes given to Ding.
