PM Madbouly Inspects Strategic Energy and Infrastructure Projects in Beheira

Egypt is accelerating its goal to become a regional energy hub by settling outstanding debts to foreign energy partners and expanding Mediterranean gas production. Prime Minister Mostafa Madbouly confirmed this strategy during a tour of Beheira’s strategic projects, highlighting that the West Mina field is scheduled to begin production in the fourth quarter of 2026.

Why is Egypt clearing debts to foreign energy firms?

The Egyptian government settled all outstanding dues owed to foreign energy partners on June 10. Minister of Petroleum and Mineral Resources Karim Badawi stated this move, combined with regulatory reforms, has boosted investor confidence and accelerated development activities in the Mediterranean.

This financial reset allows companies like Shell, Petronas, and KUFPEC to expand exploration. Dalia El-Gabry, Chairperson of Shell Egypt, noted the company’s century-long presence in Egypt, currently spanning deepwater production in the West Delta and LNG operations at the Idku complex.

What’s the plan for the West Mina gas field?

The West Mina field in the Mediterranean is the next major milestone for domestic supply. According to Minister Badawi, the field will target an initial output of 160 million cubic feet per day once tie-in works are finished by late 2026.

This project follows the completion of development phases 10 and 11 in the Deepwater West Delta area during 2024 and 2025. Badawi said these phases add production capacity to offset natural declines in existing fields and secure domestic gas supplies.

Egypt’s existing infrastructure provides a competitive edge. The minister noted that existing networks reduce the cost of integrating new discoveries, allowing the state to bring gas from the seabed to the national grid faster than in regions without established pipelines.

How does the International Coastal Road support industrial growth?

The 800-kilometre International Coastal Road, stretching from Port Said to Salloum, acts as a logistics spine for the Mediterranean coast. The project links key ports, including Alexandria, Damietta, and Gargoub, to the interior.

Officials reported that the road now supports new urban communities like New Mansoura and New Rashid. To handle heavy industrial freight, the government is introducing dedicated concrete lanes for trucks, which reduces wear on standard asphalt and improves traffic safety.

What role does Edku International Park play in human development?

Beyond energy and roads, Egypt is focusing on technical education through the Edku International Park. Funded by the European Union and the German Agency for International Cooperation (GIZ), the 10,500-square-metre facility focuses on robotics and clean energy.

Prime Minister Madbouly stated that investing in youth is central to the country’s human development strategy. The park’s current programs in digital technology and robotics are designed to create a workforce capable of managing the high-tech infrastructure of the energy sector.

Future Trends: The Shift Toward Integrated Energy Ecosystems

The coordination between gas production, transport infrastructure, and technical training suggests Egypt is moving toward an “integrated ecosystem” model. Rather than treating oil and gas as isolated exports, the state is linking them to urban expansion and workforce readiness.

One likely trend is the increased use of the Idku liquefaction complex to handle not just Egyptian gas, but regional volumes, cementing the “energy hub” status mentioned by Madbouly. This depends on the continued settlement of partner dues to ensure Shell and Petronas maintain their operational momentum.
