Senegal Youth & Sports Policy: New 5-Year Development Plan Unveiled
Senegal is laying the groundwork for a comprehensive five-year plan to bolster youth and sports development. A technical validation and sharing meeting, presided over by Minister Khady Diène Gaye, took place Tuesday at the Léopold Sédar Senghor Stadium to finalize the Sectoral Policy Letter, a key document outlining the ministry’s interventions for the coming years.
A National Strategy in Motion
The Sectoral Policy Letter aims to guide public policy in priority sectors by involving all stakeholders for maximum impact. This effort aligns with the new public policy framework and contributes to the 2025-2029 National Development Strategy (Snd). The Snd’s overarching goal is to promote endogenous and sustainable development driven by responsible, viable, and competitive territories, ultimately building economic sovereignty.
Sport as a Catalyst
Minister Gaye emphasized the importance of promoting sporting activity as a driver of economic and social development. She stated that this promotion will foster active youth mobilization and strengthen national cohesion. The Minister indicated the importance of finalizing this Sectoral Policy Letter is directly linked to the implementation of innovative and essential projects for the development of Youth and Sports.
Priority projects include the development of local sports infrastructure (Isp), the Socio-economic Empowerment Project for Young People (Pasej), and the National Center for High Performance and Sports Excellence (Chpe). These initiatives are designed to promote sport through and for youth, integrating them into national development.
Infrastructure and Evaluation
The Sectoral Policy Letter is rooted in the National Transformation Agenda Senegal 2050, articulated around the National Development Strategy. Minister Gaye highlighted the importance of assessing the impact of these policies on the population, particularly young people. Plans are underway to continue expanding local sports infrastructure throughout the country.
The goal is to equip all 550 communes with proximity sports facilities for basketball, handball, volleyball, baseball, and multi-functional courts, alongside initiatives to reinforce civic values and active citizenship. A mid-term evaluation of the Sectoral Policy Letter is scheduled for mid-2027.
