Azerbaijan: Key Energy Hub for Europe & Ukraine Amidst Russia Shift

Azerbaijan: Key Energy Hub for Europe & Ukraine Amidst Russia Shift

Azerbaijan: The New Energy Hub Reshaping Europe’s Future

Ukraine’s recent shift to importing natural gas from Azerbaijan, coupled with the EU’s increasing reliance on Azerbaijani supplies, signals a major realignment in Europe’s energy landscape. Just months after halting Russian gas transit in January 2025, Ukraine began receiving gas via the Trans-Balkan Corridor, diversifying its supply and bolstering energy security. This move is part of a broader trend that positions Azerbaijan as a critical energy partner for Europe.

From Russian Dependence to Azerbaijani Alternatives

For years, Europe heavily relied on Russia for its natural gas needs. However, geopolitical shifts and a desire for energy independence have spurred a search for alternative suppliers. Azerbaijan has emerged as a key player in this transition, particularly through the Southern Gas Corridor (SGC). The EU aims to double gas imports from Azerbaijan to 20 billion cubic metres (bcm) annually by 2027, recognising the country’s vital role in reducing dependence on single-source suppliers.

In 2024, Azerbaijan exported approximately 12.9 bcm of natural gas to Europe, a nearly 60% increase in just three years. This volume, largely delivered via the Trans Adriatic Pipeline (TAP), already accounts for over half of Azerbaijan’s total 25.2 bcm exports. Azerbaijan now supplies gas to 16 European countries, including Italy, Greece, and Bulgaria.

The Trans-Balkan Corridor and Beyond

The Trans-Balkan route is strategically important for Ukraine, providing access not only to Azerbaijani gas via the Trans Adriatic Pipeline (TAP) but also to Liquefied Natural Gas (LNG) terminals in Turkey and Greece, and access to the Black Sea shelves of Romania and Bulgaria. This diversified access is crucial for offsetting domestic production losses caused by infrastructure damage.

Azerbaijan’s role extends beyond simply supplying gas. The country is actively developing its renewable energy potential – estimated at over 200 GW – to become a green energy producer. Companies like Abu Dhabi’s Masdar and Saudi Arabia’s ACWA Power are key partners in this transformation. Azerbaijan is evolving into a Eurasian hub for renewable energy transmission, connecting Central Asia and the Caspian region with Europe.

Connectivity Projects: The Middle Corridor and Beyond

Azerbaijan’s strategic location makes it a pivotal transit node for broader connectivity initiatives. The Middle Corridor (Trans-Caspian International Transport Route) links Chinese and Central Asian markets to Europe via the Caspian Sea, Georgia, and Turkey, offering a faster alternative to northern routes. Azerbaijan’s Port of Baku is central to this route, connecting Aktau (Kazakhstan) and Turkmenistan to the Caucasus.

Freight volumes on the Middle Corridor are rapidly increasing, with plans to triple flows by 2030. The Zangezur Corridor project aims to further boost connectivity, potentially increasing annual throughput by 15 million tons. The Baku-Tbilisi-Kars (BTK) Railway is also undergoing modernization, with a recently upgraded 184-kilometer section in Georgia increasing annual freight capacity to 5 million tons.

EU Collaboration and Future Prospects

The European Commission recognizes Azerbaijan’s importance, designating it a critical and strategic partner through a Strategic Partnership in the Field of Energy signed in 2022. The Caspian/Black Sea/Europe Green Energy Corridor, a major renewable energy project connecting Azerbaijan, Georgia, Romania, and Hungary, has been granted “Project of Mutual Interest” status by the EU, with completion targeted for 2032. The Trans-Caspian Energy Corridor initiative connects renewable energy resources from Kazakhstan and Uzbekistan to the Azerbaijan grid, feeding into the Black Sea route to Europe.

European officials have even discussed a plan with Azerbaijan to utilize existing pipeline infrastructure currently carrying Russian gas to Europe via Ukraine, once the current transit deal expires at the end of 2024, to instead transport Azerbaijani gas. This highlights the EU’s commitment to finding alternatives to Russian supplies.

Frequently Asked Questions

Q: What is the Southern Gas Corridor?
A: The SGC is a 3,500km megaproject connecting Azerbaijan’s Shah Deniz field to Europe via the South Caucasus Pipeline, the Trans-Anatolian Pipeline (TANAP), and the Trans-Adriatic Pipeline (TAP).

Q: What is the Middle Corridor?
A: The Middle Corridor is a transport route linking China and Central Asia to Europe via the Caspian Sea, Georgia, and Turkey.

Q: What are Azerbaijan’s renewable energy goals?
A: Azerbaijan aims to leverage its vast renewable energy potential (over 200 GW) to become a green energy producer and a key hub for renewable energy transmission.

Q: Is Azerbaijan replacing Russian gas completely?
A: While Azerbaijan is significantly increasing its gas exports to Europe, completely replacing Russian gas by 2027, as targeted by the EU, remains a complex challenge.

Pro Tip: Keep an eye on developments related to the Zangezur Corridor, as it has the potential to significantly increase trade and connectivity between Asia and Europe.

Did you know? Azerbaijan’s geography and infrastructure investments are transforming it into a crucial energy and transport hub connecting East and West.
