Indonesia’s Free Nutritious Meal Program Wastes Rp 1 Trillion Monthly
The Indonesian government reports that the Free Nutritious Meal (MBG) program is losing Rp 1 trillion per month due to an unauthorized increase in Nutrition Service Units (SPPG), according to Coordinating Minister for Food Zulkifli Hasan. The bloat involves thousands of additional kitchen units, some of which are linked to alleged “buying and selling” of service spots.
Why is the MBG program losing Rp 1 trillion monthly?
Coordinating Minister for Food Zulkifli Hasan stated following a coordination meeting on Thursday, June 11, that the number of SPPG units grew from a planned 21,000 to 27,877. This increase of 6,877 units results in a monthly waste of Rp 1 trillion, totaling Rp 12 trillion annually, according to Hasan.

The discrepancy is most severe in underdeveloped, frontier, and outermost (3T) regions. Hasan reported that while 2,000 units were planned for 3T areas, 8,617 units were actually found, with 6,138 of those already holding decrees from the National Nutrition Agency (BGN).
Who are the suspects in the MBG corruption case?
The Attorney General’s Office (Kejagung) has named four suspects in a corruption case involving the governance of the MBG program. The suspects include former BGN Head Dadan Hindayana, who was detained one day after being removed from his post by President Prabowo Subianto, and former BGN Deputy Heads Sony Sonjaya and Lodewyk Pusung.
A fourth suspect, private citizen Asep Yusuf Somantri (AYS), was allegedly recruited by Sony Sonjaya to find partners for the program. According to Dirdik Jampidsus Kejagung Syarief Sulaeman Nahdi, AYS allegedly intervened with the verification team to identify empty kitchen spots and cancel approved applicants to make room for others.
Investigators allege that AYS facilitated registrations after the portal had closed and provided money to Sony Sonjaya. The Attorney General’s Office is also investigating alleged markups on tablets, televisions, shoes, and electric motorcycles, as well as affiliations between suspects and managing foundations.
How is the program being mismanaged?
Minister Hasan reported that “elite” schools that do not need the program are receiving meals, while schools in 3T regions remain underserved. He called for a “refocusing” of beneficiaries within the next month to ensure meals reach those in need.

Hasan also demanded improvements in kitchen cleanliness to prevent food poisoning. He stated there is “zero tolerance” for food safety issues and will review progress in one month.
What happens next for the bloated SPPG units?
Minister Secretary of State Prasetyo Hadi indicated that the government may close some of the bloated SPPG units. He stated that while immediate closures aren’t confirmed, the government is currently inventorying conditions to align them with standard operating procedures (SOPs).
Prasetyo emphasized that the identity of the unit owners is less important than their adherence to rules. He denied any institutional instruction from the Gerindra Party for members to own MBG kitchens, stating any such ownership is a personal matter.
The government’s next steps could include a full audit of all 27,877 units and a redistribution of resources from elite schools back to 3T regions.
